Yes, they are passenger cars, and many stand by the door when the train is moving. The doors are usually open all the time, except when it's raining heavily. I've posted more photos of mumbai local train in Mumbai Local Train Week in January 2007. Those guys are crossing over to the other side of the station. This is illegal but many Mumbaiites crossover tracks instead of the foot overbridge to save time, thereby risking their lives.
